Try setting your nataionl foucous in inportant areas to support the communist or socialist party, avoid social reforms aswell so the socialsit and communists get angry, a revolt'd be the best way to get a communist goverment, or just assgin it as the goverment if in a monarchy
Also, try not to be a dictatorship, it's horrid
